
Riley Winchester
Mr. Winchester serves as the Manager of Business Development and Capture at MEC. In this capacity, he provides critical support to senior Business Development team members by conducting comprehensive market research, identifying prospective business opportunities, and fostering client relationships. Furthermore, Mr. Winchester oversees the proposal development process, formulating strategic bid approaches and themes for MEC and its partners.
With over five years in government contracting, Mr. Winchester’s expertise includes capture management, contract compliance, marketing, and quality management. Before joining MEC, he worked at a government sales consulting firm in Proposal Management, Capture Management, and Technical Writing, securing over $2 billion in federal and SLED contracts.
Mr. Winchester holds an APMP CF certification from the Association of Proposal Management Professionals (APMP) and has a Bachelor of Arts in History from Grand Valley State University.
